An Analysis on the Case of Policy-making of Programs for the Collection and Disposal of the Unused Medicine from Home Based on Kingdon¡¯s Policy Stream Model

Abstract
In this study, we examine the programs for the collection and disposal of unused medicine from home conducted from 2008 to 2012, and analyze why the program failed to lead to the outputs of government-initiative policies through Kingdon¡¯s Policy Stream Model. The policy window opens with the combination of the Problem Stream, the Policy Stream, and the Politics Stream. This study employs Kingdon¡¯s Policy Stream Model, which provides a framework for analyzing and identifying important factors, we set the period from 2003 when the project collecting unused medicine from home was launched by the ¡®Korean Pharmacists for Democratic Society (KPDS)¡¯ to 2012 when the program for the collection and disposal of unused medicine from home was expanded nationwide and completed. We analyze the data from the operation plans and press release of the government, pharmaceutical association and civic groups related to the collection of unused medicine, data collections from research institutes, press reports, and the proceedings from the parliamentary inspection. The key findings are provided as follows: First, it was failed to reach a public consensus even if the awareness for managing the unused medicine was secured by the environmental problem caused by unused medicine, and the campaigns and program were conducted. Second, the programs relied on the voluntary participation by participants from the Korean Pharmaceutical Association (KPA), Pharmaceutical company, etc. when managing the unused medicine, and the approach concerned solely with solving environmental problems had a significantly delayed the formation of the politics stream. Third, whereas the policy entrepreneurs should have combined the three streams (Problem, Policy, and the Politics Streams) and developed comprehensive alternatives in detail by presenting the prepared alternatives actively, the mixed stance on the voluntary participation in the management of the unused medicine inhibits the opening of the policy window. Suggestions are able to be derived that the basis for various studies that could attract sufficient attention from policy makers or the public should be established, and that policy leaders should focus on the development of policies for integrating the management of the unused medicine.
